Someone wrote the date in a different ink, and the stamp is missing; someone presumably cut the stamp away, but marked what was likely the cancellation date.

Transcribe What You See: As much as possible, transcribe the text as it appears on the page, including original spellings (even if they are incorrect/non-traditional) and keeping abbreviations as written.
